It is since 1994  that Local Agenda 21, action plans of local authorities in the world, for preserving sustainable earth environment was introduced in Korea. Environment NGOs who participated in the Rio Conference and experts who frequently participated in various international environment meetings introduced 'Local Agenda21' adopted in the Rio Conference and promotion cases of 'Local Agenda 21' of local self-governing bodies in other countries and emphasized that such 'Local Agenda 21' movement is essential as one of important strategies of 21th earth environment conservation movement.

At this time, the local self-governing system was being started in Korea. Thus, civil communities in each area insisted that their local authorities should put this movement into practice as a model of green environment self-governance. Accordingly, 'Local Agenda 21' began to be implemented in area where local civil communities were active.
 

 

In 1996, Seoul Agenda was made public. Before and after Seoul Agenda, 'Local Agenda 21' of Ansan, Sooncheon, Busan, Cheongju, Gwangju, etc. were created.
Additionally, the Ministry of Environment prepared 'Guide for Creating Local Agenda 21' in 1997 and recommended local governments to use this guide. Some local self-governing bodies prepared and carried out programs for communicating local cases between local communities.

In this way, as the need and response for creation and promotion of Local Agenda 21 spread all over the country, NGOs and local self-governing communities, which was implementing the movement for promotion of local agenda 21 in each area, attempted to establish a national network organization of local agenda 21 in order to share related information with one another and speak for common issues.
 

 

 

In September, 1999, persons concerned in Local Agenda 21 in the country gathered for the first time at the first national meeting of local agenda 21 in Jeju-do. Afterwards, local missions gathered several times for discussion and agreement and thus established 'Korean Council for Local Agenda 21(hereinafter, 'Korean Council') in Suwon, Gyeonggi-do in June 10th, 2000.
